Stanislaus County officials made it real clear that they don’t see a need to stop the spread of diseases Hepatitis C & HIV through intravenous injection since the Board of Supervisors 4-0 vote back in Sept. 2008. This would also imply that they don’t care whether dirty needles end up in parks or play ground at schools for kids to get poked with either. So it’s time that we take matters into our own hands.
Let’s face it. There’s still a drug war, drugs aren’t decriminalized or legalized & drug use isn’t going away.
The Central Valley is the birth of the synthetic drug known as Methamphetmine. Since it's rise in the 80's, we have seen a rise in its injection use. Since the U.S. invasion of Afghanistan, more smuggling of heroin & its use has been on a rise too.
While our officials & others live in the dark ages, telling us & the public that giving addicts clean needles just spreads more addiction, we will be distributing clean needles/syringes to folks that need them, in exchange for used ones.
Bring old (dirty) needles in exchange for new free packaged needles. No catch, their totally FREE! It’s one for one, so however many you bring, we will exchange one for each one you give us. For those that don’t have needles, we will start all folks off with 20 syringes, in return, we expect folks to hold on to used needles & bring them back at next needle exchange. We will also have other free needs. Cotton balls, cookers, condoms, alternative (to 12 step) recovery literature pamphlets, and more.
The Modesto Needle Exchange (M.N.E.) will be every 2 weeks, monthly at same location mentioned.
Confidentiality:
1. Confidentiality is quite clear this: MNE does not talk about others outside the program (meaning; when clients {needle/syringe users) come to make an exchange, shit talk, gossip, or any other rumors will not be tolerated & anyone doing so, will be asked politely to leave. MNE doesn’t judge ones autonomous decision making.
2. Tips for Exchangers: Since Sept. 11th/911 the Patriot Act (Section 201) has installed taps to be made through phone & email (http://www.truthout.org/article/congress-renews-patriot-act). So if you’re paranoid or bothered by that, refer to Needle as something else, if interaction is by phone or email.
Just recently word is that the FBI can now listen in on cell phones (IMPORTANT: EVEN IF THEIR TURNED OFF), so take out the battery on the phone when interacting, if this bothers you.

The confidentiality part (on this listing) isn't entitled to be 'overkill paranoia' or anything. It's just simply knowledgeable facts (yes, factual) that could potentially be helpful for anyone (concerned) that may see this & attend Needle Exchange.
Also......, this is pretty much a given, but anyone that attends may wanna leave their "main ingredient(s)" at home.
