Genetically modifying crops occurs when scientists in some way alter a plant's genetic makeup, usually to withstand heavy doses of pesticides (and based on the Organic Center's findings, it obviously doesn't work). This is done either by changing a plant's genetic makeup at the DNA level or by taking a gene from one species, another animal or a strain of bacteria, for instance, and injecting it into a plant, creating a bizarre plant-animal hybrid. All the safety tests that have been conducted on this technology have been done by the companies that manufacture and sell genetically modified seeds, and the Food and Drug Administration has used those tests to determine that such biotechnology is "safe.
