The tenants at 829 E. 19th St., have repeatedly been harassed with bogus notices of construction and repairs at their 21 unit residential building since Nov. 23, 2009. Construction and building repairs that have not occurred. Meanwhile, public records reveal that the East Bay Asian Local Development Corporation (EBALDC) borrowed over $2.5 million to renovate 829 E. 19th St., and plans to skim as much as $5,000 per unit from the loan, in what is being called developers fees! The low-income tenants are on the hook to pay off the $2.5 million loan plus the $5,000 per unit (21 units) in developers fees, to the so-called non profit developer!

Subject: Your "Incredible" 3rd Notice of Construction & Repairs for
829 E. 19th St.


Dear EBALDC Staff -- June 7, 2011

I am in receipt of the dated June 1, 2011, Notice of Construction &
Repairs for 829 E. 19th St. Since receiving two other notice of
repairs that never occurred since Nov. 23, 2009, please be aware that
with the 3rd notice of repairs, EBALDC/Ivy Hill has no credibility.
Your June 1, 2011 notice is not believable. I do not believe anything
you have to say, at this point.

On behalf of myself and the tenants at 829 E. 19th St., I ask that
EBALDC/Ivy Hill stop harassing us with bogus notices, and to stop
mistreating the tenants at this location. I demand that EBALDC must
stop trying to pressure the tenants at 829 E. 19th St., into signing
up for the Weatherization Program, run by Spectrum for Alameda County.
I also demand that EBALDC must stop trying to pressure Section 8
tenants in the building into giving up their Section 8 vouchers, and
to stop trying to pressure Section 8 tenants out of their rental
units, in the effort to convert one bedroom units into the Project
Based-Voucher Program.

Your despicable unwarranted attacks on the tenants in this building,
and bogus construction notices have amounted to a "constructive
eviction" attempt, to pressure people into giving up their rental
units at 829 E. 19th St. It must stop immediately. Read my lips!

In regards to your "3 unbelievable notices" of construction & repairs
at 829 E. 19th St., you have caused much emotional stress in our
lives. Your threats of toxic dust (lead paint), noise, and debris to
appear in the hallways once construction begins, are in breach of the
covenant of quiet and peaceful enjoyment of our residences. I have not
requested any of the construction or repairs listed on your 3 bogus
notices, and have not consented to any of your demands. You do not
have my consent to involve me in any of your schemes involving the $5
thousand per unit developers fees you, you are interested in.

Regarding the threat of illegal lock out for tenant use of the front
door, and interference with our mail, as is mentioned in the 3 bogus
notices. I demand that you immediately back off from any such threats.

It is my understanding that EBALDC/Ivy Hill borrowed more than $2.5
million to renovate 829 E. 19th St., a building that is valued at much
less than $2.5 million. It is my belief that this is a scam to enrich
EBALDC/Ivy Hill.

A scam that appears to be run by some low-life "Poverty Pimps" that
use the poor to enrich themselves. And they use the poor to upgrade
their buildings, while putting the poor into deeper debt and poverty,
while displacing the poor in the process.
