The General Assembly in October, 2008, is set to adopt a complaints procedure for those suffering social injustices but in ignoring the most disadvantaged, by excluding core minimum obligations (see below), the UN may render itself virtually irrelevant as defenders of human rights. The way forward, in my view, can be found in what the draft OP omits using a ‘bottom-up’ human rights approach.
