The US army is to enforce a huge 18 mile security perimeter around the upcoming North American Union meeting in Canada (Montebello, Quebec on August 20 and 21 ) as well as cracking down on expected protests, and has already shut down a public forum due to take place close to the event. No media, No protest allowed! Why the secrecy?

Internal SPP documents released under the FOIA have also shown that a wide range of US administrative law is being re-written in stealth under this program to “integrate” and “harmonize” with administrative law in Mexico and Canada, in a similar fashion to moves that have become commonplace within the EU.

This will show our opposition to an American Union and show support for our brothers and sisters in Seattle and in Montebello, Canada who are protesting this secret government meeting. The SPP meeting actually takes place on August 20 – 21, 2007.

We will meet at the County Court House in Santa Cruz at 11 am – 6pm Corner of Ocean & Water Street, Santa Cruz. At this intersection there is a huge crowd that comes from over the hill to go to the Santa Cruz Beach Boardwalk and traffic is at a stand still. So we will have a captive audience.

At Noon can then march through down Pacific Ave where a large amounts of people visit in summer. We will then march to the Santa Cruz Beach Boardwalk and educate the thousands of people there. We will take a break at the Santa Cruz Beach to rest & re-organize, and laugh.
The walk will be about 4 miles round trip.
We will take a break from 2- 3 pm at the Santa Cruz Beach to rest & re organize, laugh and bond with each other. This break will take place on the beach near the public bathrooms next to the Ideal Bar & Grill. There will be many places along the way for drinks, food and there are public bathrooms at our break location.

We will return and walk back through Pacific Ave to the Santa Cruz County Court house where are cars will be safely to parked because there is the "Saturday Market" at San Lorenzo park behind the court house and parking is allowed.
For people who want to help organize will meet at 10am
Our presence will be seen on the busy corner from 11 am to 12- 12:30.
Then we will start our march.

I know this is a long event but it is allow for a great chance to meet like-minded folks, have fun at the beach, and spread the word!

Governments do what governments do: ensure the smooth functioning of the economy so capital can grow and remain in charge. Period.

If you want to run the rich white blue eyed blond or brown haired masters of capital out of this country, go to town. But the "libertarian" capitalist and minutoman types that I have met usually are whipping up hysteria to blame welfare mothers, people of color, and immigrants for the sins of capitalism (poverty, unemployment, inequality).

Sounds like this event would be the perfect place to have some anti-minutomen/antifascist counter demonstration action.

We are passing on this call to action for Aug. 17-21, corresponding with the meetings for the Security and Prosperity Partnership of North America (SPP). Think of the SPP as an extension of NAFTA into the policing/military sphere. This is part of a wider effort called "deep integration," by which the ruling elites of Canada, the US and Mexico remove all barriers to the corporate super-state they are trying to create in the Western Hemisphere.

The authors of the action alert are calling for "action against the companies and governments [that] govern our lives," and for "decentralized direct actions and economic disruption for the purpose of making the SPP and our resistance against it widely known."

As always, we remind people that Root Force actions can be used to draw attention to related issues such as the SPP. Like all extensions of corporate-state power, the SPP requires new and expanded infrastructure in order to function. One of the primary reasons for the SPP is to force Mexico to police its interior and southern border against migrants so that the US does not have to deal with the displacement caused by NAFTA and infrastructure projects like the Anillo Periferico and La Parota. "Security and prosperity" for the rich means that dams and other infrastructure projects will continue to be forced onto campesino communities at the barrel of a gun.

The SPP meetings are a good opportunity to ask who benefits when heads of state decide to use their police and military to make the world safe for free trade.

Callout for 5 days of decentralized direct action and economic sabotage
Across Turtle Island (North America)
August 17-21, to culminate August 20 & 21,
The days of the SPP meetings in Montebello, Québec.

This is a call to action against the companies and governments who govern our lives through law and capital. Since the beginning of the invasion process, capitalism and state governance have perpetuated colonization on the lands of Turtle Island. This process has not stopped. Instead, it takes new forms through the neo-liberal agenda and continues under the authority of the Security and Prosperity Partnership (SPP).

In March 2005, the SPP was initiated by Paul Martin, George W. Bush and Vicente Fox under the pretense of fortifying North American borders, thereby increasing trade opportunity. In other words, the goal is to manipulate and exploit human lives and their social contexts in the service of capital for the benefit of the ruling class.

Members of the corporate elite have in fact been given an explicit role in the SPP through a body called the North American Competitiveness Council (NACC). This sub-group of the SPP is meant to advise North American governments to what they can do to make their countries more hospitable to trade. This includes, among other things, adjusting standards in food, environmental, health, water, labour and immigration in order to synchronize North American economies. Through its design to facilitate consumption and profit, our lives are reduced to capitalist service, entrenching our existence in the misery and scarcity of a global capitalist monoculture.

The planning and implementation of this model has been continuing quietly for years, in secret and behind closed doors. And so, quietly, the experts of exploitation continue to work out strategies for imposing their will on our lives through these secret schemes. How many of their meetings and conferences must we react to before we come to envision a strategy that attacks the capitalist and state apparatuses in the larger context?

We see the SPP as only the most recent manifestation of neo-liberal colonialism. We recognize the SPP and its member corporations as enemies to freedom and self-determination. As individuals who are directly affected by the NACC’s recommendations and the SPP’s implementation thereof, it is our time to come together and work against the corporations and state leaders who would otherwise determine our lives and the lives of generations to come. The companies and governments behind the SPP must be held accountable; help us to coordinate a strike at the heart of neo-liberal capitalism.

From August 17th to the 21st we encourage decentralized direct actions and economic disruption for the purpose of making the SPP and our resistance against it widely known. During these five days, we hope to hear of actions that will inspire further resistance to this under-the-table plot. We encourage a diversity of tactics, and propose sabotage as a potentially effective means of revolt.

These five days will be remarkable only in scope; the change that we hope to see in the world will ultimately come through sustained actions. We hope to join you in an ongoing strategy of attack against the systems that perpetually dictate the terms of our existence. Let’s do away with waiting and consider acting daily against State and Capital in every day of our lives.

For now we focus on the SPP and the very real threat that it poses to our lives. May this struggle continue in the context of anti-capitalist, anti-colonialist and anti-state resistance.

I'm amazed this issue is a "black out" issue for the MSM. I suggest we stop buying major news papers and turn off the MSM and find our news from other sources. I possible you need to be at the protest in Canada and so shall I.

Interesting. I hadn't heard about the SPP.

It seems like the side that has been speaking the most about the North American union concept is part of the right-wing (Exhibit A is that worldnet daily link above), and they tend to talk about the freeway between Mexico and Canda which would involve few border inspections and not impose american regulations on Mexican and canadian trucks. A big business contingent of the republic party supports this, and it is creating trouble for them with big parts of their 'base'.

Personally, in addition to creating awareness of the project, I would say that traditional union approaches are great for this.
If the credit availability which was fueling the housing market insanity was cut off since February, there easily could raise unemployment soon. The worst (yet still likely) way things could proceed then is for shallow populist anti-immigrant sentiment to be stoked by republicans. We will need a good way to create solidarity among everyone, and to show that it was NAFTA (supported by the business republicans and democrats, Clinton, Bush) which has basically kicked millions of people in southern Mexico off their land, and this NAU only enhances the process. It will be sad when thousands of often latino/working class home buyers who had the choice of taking teaser subprime home loan rates, vs. being homeless, are inevitably going to be pushed out like some scene from the depression. California is where the bubble was most intense.

Also, I think the scares with lead paint in Sesame Street toys from China are very valuable for demonstrating the point of environmental legislation. Case examples are what appeals best to the psychology. For instance, if you ask people on the street what they think about trial lawyers and product lawsuits, I think nearly everyone says they support laws against frivolous lawsuits because they heard of this one McDonald's case where a woman sued over their handing her super-hot coffee through the drive through, and it is implied that she carelessly poured ordinary coffee on herself.
If we can get everyone to understand how Wal*Mart's products are manufactured in China, that would go a long way.

"About the SPP" Backgrounder

This August, George Bush, Stephen Harper and Mexican President Felipe Calderon will be just 90 minutes from Montreal, in Montebello, Quebec.

They are meeting at the Chateau Montebello, as part of the so-called "Security and Prosperity Partnership" (aka the "Three Amigos" Summit).

They talk about "security" and "prosperity", but their agenda really means insecurity and misery for working and oppressed peoples in the Americas.

In brief, the "Security and Prosperity Partnership" (SPP) combines the destructive neo-liberal policies of the North American Free Trade Agreement (NAFTA) with the fear and paranoia of post 9-11 "Homeland Security" policies. The SPP is firmly rooted within a colonial and capitalist framework.

The SPP is described by its proponents as a "NAFTA 2.0", and is promoted and supported by corporations and their lobby groups, like the Canadian Council of Chief Executives.

A group of 30 corporate executives from the NAFTA countries comprise the North American Competitiveness Council, which was set up "to fully incorporate the private sector into the SPP process" (to cite the SPP's own words). Moreover, because the SPP announces itself as a "dialogue based on shared values," it is secretive process, subject to no formal public scrutiny or open debate.

There is no mystery to the SPP agenda: murderous wars and occupations abroad; border militarization; increased detentions and deportations; attacks on indigenous peoples, the poor, migrants, and working people; ecological destruction; mega-projects in the service of corporate greed; and unfortunately, much more and worse.

The SPP reinforces the idea of "Fortress North America", whereby the rich and privileged live in gated communities and gentrified cities, protected by police and security, with easy movement for capital between borders; for the rest, there's border fences, reservations, detention centers, prisons, surveillance, and increased precarity.

This August, protests are being organized by anti-capitalist social justice activists in Ontario and Quebec, within the framework of the People's Global Action (PGA) Network. With organizing hubs in Ottawa and Montreal, on either end of Montebello on the Highway 148, we are preparing to resist the upcoming SPP meeting.

We are not going to lobby the SPP leaders or governments to be nicer. Justice and dignity is achieved through grassroots mobilizing and struggle, not the charity of rich philanthropists, rock-stars or politicians complicit in a destructive system.

When George Bush, Stephen Harper and Felipe Calderon try to meet at the Chateau Montebello, we are going to protest and try to disrupt their meeting. There will be activities from August 19-21, with a call for a convergence on Montebello (or as close as possible to Montebello) on 3pm on MONDAY, AUGUST 20. An anti-capitalist camp will be set up in the Montebello region in early August, as a convergence space for activists who want to gather early to plan popular and actions.

Recent survey shows sleepy town of Santa Cruz is literally asleep!
Despite the fact that the plans to form a NORTH AMERICAN UNION are written out on http://www.spp.gov the vast majority of residents are uninformed.

A trilateral secret meeting, closed to the public & ALL media will take place in Canada on August 20-21 with Bush, Harper and Calderon, with over 10,000 people expected to protest the meeting no one in "hip" Santa Cruz is awake.

It is a scary time when one of the most informed towns in California is clueless.

The U.S. Council on Foreign Relations launches a tri-national “Independent Task Force on the Future of North America,” which is vice-chaired by CCCE President Thomas d’Aquino and co-chaired by John Manley. Task
Force members include prominent integrationists like Wendy Dobson, Pedro Aspe, Luis de la Calle Pardo and Carla Hills, all of whom will later participate in a secret North American Forum meeting to discuss continental
integration in Calgary, Alberta from September 12 to 14, 2006.

February 14, 2005
The Council of Canadians releases leaked minutes from an October 2004 Task Force on the Future of North America meeting that describe bulk water exports as a politically “hot” long term goal of integration that should be broached at a later date. Also being discussed by the task force are: eliminating current NAFTA exemptions for culture; “crafting a North American ‘resource pact’ that would allow for greater intra-regional trade and investment in certain non-renewable natural resources, such as oil, gas, and fresh water”; and a "North American brand name" to portray North America as a sort of "club of privileged members." There are also plans to encourage a North American identity among students in all three countries.

March 14, 2005
The Independent Task Force on the Future of North America releases its final report, calling for the creation of a North American economic and security community by 2010. Although absent of much of the more controversial "hot” suggestions, including a water-sharing agreement, among the report’s key recommendations are the establishment of a continental security perimeter, a common external tariff, a common border pass for all North Americans, a North American energy and natural resources strategy, and an annual meeting where North American leaders can discuss steps toward economic and security integration.

March 23, 2005
At a meeting in Waco, Texas, George W. Bush, Paul Martin and Vicente Fox issue a joint statement announcing the creation of the Security and Prosperity Partnership of North America. The tri-national agreement contains almost all of the recommendations on continental economic and security integration proposed by the IndependentTask Force and the CCCE’s Security and Prosperity Initiative before it.


October 2005
The first North American Forum brings together U.S., Canadian and Mexican government and business representatives to discuss issues related to continental economic and social integration; it is held at a secret
location in Sonoma, California. Invitees include John Manley, Mexican ambassador to the U.S. Carlos de Icaza, Chevron CEO David O’Reilly, former head of the CIA James Woolsey, and a host of U.S. policy advisors to George W. Bush. There is one article about the forum in the North American media.

January 10-11, 2006
The Council of the Americas, United Postal Service and the North American Business Committee host a “Public-Private Sector Dialogue on the Security and Prosperity Partnership of North America” in Louisville, Kentucky. The
meeting is attended by 50 government officials and business leaders from Canada, the U.S. and Mexico,including members of the Canadian Privy Council Office, the Mexican Presidency, the U.S. Department of
Homeland Security and corporate reps from ExxonMobil, DaimlerChrysler, Ford, Tyco, and FedEx. Attendeesdiscussed “marrying policy issues with business priorities,” musing that, “leadership from governments that
recognizes the importance of business issues to the overall social welfare empowers the private sector to engagesubstantively and pragmatically on trade and security issues without undue deference to political sensibilities.” A "North American Competitiveness Council” to drive the SPP process is proposed.

January 23, 2006
The Conservatives take office in Ottawa with a minority government as Prime Minister Stephen Harper promises to make Canada-U.S. relations a top priority despite polling data showing that the issue falls well below health care and the environment for the Canadian public.


March 31, 2006
At the second SPP summit in Cancun, Mexico, President Bush, Prime Minister Stephen Harper and then Mexican President Vicente Fox announce the creation of the North American Competitiveness Council (NACC). This
corporate working group is charged with directing the SPP process and includes at least 10 CEOs from eachcountry, including representatives from Lockheed Martin, Wal-Mart, General Motors, Home Depot Canada,
Canfor and Suncor.

June 15, 2006
The NACC is officially launched at a joint press conference held by U.S. Secretary of Commerce Carlos Gutierrez, Mexican Economy Minister Sergio Garcia de Alba and Canadian Industry Minister Maxime Bernier.
According to a report from the Council of the Americas, the purpose of institutionalizing the North Americanbusiness community's involvement in the SPP process was “so that the work will continue through changes in
administrations.” Furthermore, the NACC is to make sure that, “governments look to the private sector to tell them what needs to be done.” According to a Canadian government press release, the NACC “has a mandate to provide governments with recommendations on broad issues such as border facilitation and regulation, as well as the competitiveness of key sectors including automotive, transportation, manufacturing and services.”

August 15, 2006
The NACC meets in Washington, D.C. to hash out priority issues for the SPP. The business leaders decide that the U.S. members will deal with “regulatory convergence,” the Canadians will handle “border facilitation,” and the Mexican members will devise a plan for “energy integration.”

September 12-14, 2006
The North American Forum meets for the second time, in Banff, Alberta, this time to discuss “demographic and social dimensions of North American integration,” security cooperation, and a “North American energy strategy.”
Once again, the meeting is kept secret, despite the involvement of high-ranking military officials, politicians and top bureaucrats – including Stockwell Day, who refuses to disclose the content of his speech to the media.


November 23, 2006
The Harper government releases a financial outlook document called Advantage Canada: Building a Strong Economy for Canadians. Advantage Canada praises the SPP effort to seek regulatory convergence on border
security. It also indicates that the federal government is working with the provinces to speed up and streamline the environmental assessment process, particularly as it affects cross-border infrastructure projects. Furthermore, Advantage Canada emphasizes the importance of huge trade corridors to the economic wellbeing of the country, and looks to the private sector to help with all new infrastructure projects. “For its part, Canada’s New Government intends to establish a federal P3 office that will facilitate a broader use of P3s in Canadian infrastructure projects,” says the document. “The Government will also encourage the development and use of P3 best practices by requiring that P3s be given consideration in larger infrastructure investments that receive federal program funding.” Under the SPP’s transportation agenda is an initiative to “examine the benefits of an intermodal transportation concept for north America,” the goal being to move foreign goods, mostly from Asia, quickly
through North America to key markets in the United States.

The NACC releases a report containing 51 recommendations, including: “Complete negotiations, sign a new North American Regulatory Cooperation Framework in 2007, and ensure consistent application of standards and regulatory requirements within each country.” The corporate body suggests that, “upon signature of the framework, a North American Regulatory Cooperation and Standards Committee, which includes the private sector, should be formed to survey on a regular basis the variety of standards and regulatory differences by industry that impede trade and seek to reduce the identified differences or develop other mechanisms to lessen their impact on thecompetitiveness of North American industry.”

The Conservative government releases its 2007 budget – Aspire to a Stronger, Safer, Better Canada – in which it promises to “improve Canada’s regulatory framework” by “moving to finalize a new modern approach to smart regulation,” and by “working with the United States and Mexico through the Security and Prosperity Partnership of
North America to improve regulatory coordination and cooperation.” At the heart of the government’s strategy is the adoption of a new Cabinet Directive on Streamlining Regulation that will come into effect on April 1, 2007. Budget 2007 provides $9 million over two years to implement this initiative.

The Government of Canada’s new Cabinet Directive on Streamlining Regulation comes into effect, requiring that all government departments take into consideration the “cost or savings to government, business, or Canadians and the potential impact on the Canadian economy and its international competitiveness,” as well as the “potential impact on other federal departments or agencies, other governments in Canada, or on Canada's foreign affairs” Before moving ahead with new rules on everything from food and drugs to pesticides to the environment and
public health. The directive moves regulation in Canada further away from the precautionary principle and more in line with the U.S. focus on risk assessment and voluntary compliance.

Leaked documents acquired by the Council of Canadians reveal that bulk water exports from Canada to the United States are in fact being discussed in relation to the SPP. The North American Future 2025 Project, which is led by the U.S.-based Center for Strategic and International Studies, the Conference Board of Canada and the Mexican Centro de Investigación y Docencia Económicas, involves a series of “closed-door meetings” on North American integration dealing with a number of highly contentious issues including bulk water exports, a joint security perimeter and a continental resource pact.
