The Ellis Act is being abused by Real-estate speculators....
...and the victims are the disabled, the terminally ill, pregnant women, and senior citizens.

Legislation is needed to stop this abuse, BUT some politicians like State Senator Leland Yee
do not take positions, so the abuse continues....
