SF Transit Effectiveness Program Policy Advisory Group Ignores the Disabled

The Transit Effectiveness Program (TEP) has had lots of meetings since our last column, but still some of the same problems mentioned months ago are still evident, still unresponded to or unanswered by officialdom, and also unremarked upon by the larger City Hall political glitterati.
But there are new problems and patterns evident, especially in the Policy Advisory Group of the TEP. The views, concerns, and input of transit-dependent constituencies aren't being heard at the Policy Advisory Group -- because they have no seat on this body.


People with disabilities, single-parent families, seniors, and youth are unrepresented at the policy advisory body. True, there are "pro forma" seats for some of these groups at the Citizens Advisory Committee. There are, however, systemic and attitudinal problems with expecting the CAC discussions to be fairly and properly passed along to the Policy Advisory Group:

* overall attendance at the CAC has fallen off dramatically;

* the CAC proceedings are summarized by staff and consultants -- none of whom are transit-dependent nor members of the aforementioned constituencies [and whom we earlier pointed out, made inaccurate statements about CAC voting, CAC elections results, and CAC decisions on when to meet ];

* the members of the Policy Advisory Group themselves are not transit-dependent but DO have the power and the economic means of choice of mode of transportation;

* substitutes from the CAC to the Policy Advisory Group are not themselves members of transit-dependent groups.
