From Mexico: Police and death squads on a rampage, urgent call for solidarity

What follows is a joint declaration of the LTS-CC and the Mexican
Socialist Unity League, condemning yesterday's savage attacks by the
government against the people of Oaxaca.

Stop the massacre and savage repression by the federal government, the PAN, and the PRI in Oaxaca

For a nationwide strike and mobilization in solidarity

Yesterday, after a massive megamarch condemning Ulises Ruiz [Ortiz, or URO, the governor of Oaxaca state in Mexico], thousands of federal
police (PFP) agents, supported by interior department agents and PRI
death squads, cruelly attacked the brave comrades of the APPO, in what was the most violent day in the last six months of this struggle. Our comrades in Oaxaca, besieged by the PFP, were attacked with shots fired from rifles, tear gas, rocks, and tanks, and the encampment of Santo Domingo was burned down. A paramilitary group attacked from two pickup trucks, firing more than one hundred shots and assassinating three comrades (taking away the bodies of two of them). Furthermore, as we write this there are more than one hundred arrested and dozens of disappeared. Throughout the night the police tanks fired at anything that moved in the streets, arresting people left and right while URO's assassins ran through the streets with their sub-machine guns. The PFP gangs broke into the hospitals to take away the wounded comrades, but were prevented from doing so by the valiant defense actions of the health care workers. According to the government and the PFP, their objective is to "restore order" by carrying out all the arrest warrants on members of the APPO, which has become a veritable witch-hunt characteristic of the methods used by the old PRI governments of the 1960's and 70's. Nevertheless, our comrades are trying to regroup and resist the brutal attack.

This is how the government of [outgoing Mexican President Vicente] Fox and the PRI are showing that they intend, by means of the most
merciless repression, to silence the heroic people of Oaxaca, which is still on the march. There is a reactionary pact between the PAN and the PRI to liquidate this movement, preventing it from becoming an example for the workers, peasants, and youth of the whole country (and for the sectors that are struggling to defend their rights, like the sugar-cane workers and the high school students). With this repression, they want to create the conditions allowing the new sell-out pro-imperialist government of [Felipe] Calderón to take power without any troubles this December 1, leaving the way open for the PRI and PAN politicians to go ahead with their designs against the masses in the national legislature. And also preventing the hated oppressor Ulises Ruiz from being brought down by the resistance of the people, so that later on they can make a deal for an institutional hand-over that preserves the PRI and the anti-democratic institutions in the state.

Against this malicious aggression, the Oaxacan people must resort to
its own legitimate self-defense measures and reorganize itself to respond to this wave of murder and repression orchestrated by the Secretary of the Interior, the federal government, Calderón and the PRI.

Active solidarity in the streets is urgently needed throughout the
country. Only the mobilization of workers and poor people will put a
stop to the repression against the workers, peasants, indigenous
people, and students of Oaxaca. Massive and forceful actions can not be put off another minute. The big unions that represent thousands of workers across the country must make effective their class solidarity with our Oaxacan sisters and brothers. The leadership of the SME (electrical workers), the UNT (a union federation associated with the PRD), the miners' union, the CNTE (a teachers' union movement) at the national level must call for a nationwide general strike now to prevent a bloodbath, with a program of demands linking the primary and urgent struggle against the repression and in support of the APPO with the demands of the various sectors of the workers against the government (such as the struggle against rising prices of milk and gasoline, against the privatizations). These union leaders must show that they are on the side of the workers and stop the brutal offensive against the people of Oaxaca.

Likewise, the unions, the "other campaign" and the working class and
leftist organizations, as well as the organizations that call themselves
democratic and all those who recently demonstrated against the repression (like the National Democratic Convention, the CND), must
organize the mobilization against the repression, with a huge march in
solidarity and actions all across the country, putting all our forces
at the service of the fundamental task of defending the people of Oaxaca. Let us put forward an united nationwide plan for mobilization, lead by the unions and poor people's organizations, to stop this attack,
starting by forming a national coordinating committee against the
repression and in defense of the people of Oaxaca.

Down with the repression and the death squads against the people of
Oaxaca!

ALTO A LA MASACRE Y A LA SALVAJE REPRESIÓN
DEL GOBIERNO FEDERAL, EL PAN Y EL PRI EN OAXACA

MOVILIZACIÓN Y PARO NACIONAL EN SOLIDARIDAD

El día de ayer, después de una megamarcha masiva de repudio a Ulises Ruiz, miles de efectivos de la PFP, apoyados por la policía ministerial y las caravanas de la muerte de paramilitares priistas, arremetieron con saña contra los combativos compañeros de la APPO, en lo que ha sido la jornada mas violenta en estos últimos seis meses de lucha. Nuestros compañeros en Oaxaca, que mantenían el cerco a la PFP fueron atacados con balas de fuego de armas largas, gases lacrimógenos, piedras y tanquetas, y el campamento de Santo Domingo fue incendiado. Un grupo paramilitar atacó desde dos camionetas, lanzando más de 100 disparos de balas de plomo y asesinando a tres compañeros (llevándose los cuerpos de dos de ellos). Además, hasta el momento hay más de cien detenidos y
decenas de desaparecidos. Durante la noche las tanquetas de la policía
arremetían contra todo lo que se movía por las calles, deteniendo a
diestra y siniestra mientras los asesinos de URO recorrían la ciudad
con sus metralletas. Las bandas de la PFP han entrado a los hospitales para llevarse a los compañeros heridos, lo que fue evitado por la valiente defensa de los trabajadores de la salud. Según el gobierno y la PFP la intención es "restablecer el orden" mediante la ejecución de todas las órdenes de aprehensión contra miembros de la APPO, en lo que se ha convertido en una verdadera cacería de brujas que es característica de los métodos que utilizó el viejo priato en los años Ž60 y Ž70. Mientras tanto, nuestros compañeros intentan reorganizarse y resisten contra la brutal ofensiva.

El gobierno de Fox y el PRI demuestran así que intentarán, por la vía
de la más despiadada represión, acallar al heroico pueblo de Oaxaca, que continua en pie de lucha. Hay un pacto reaccionario entre el PAN y el PRI, para liquidar a este movimiento de lucha, evitando que pueda ser un referente para los trabajadores, los campesinos y la juventud de todo el país (y para los sectores que están luchando en defensa de sus derechos, como los cañeros y bachilleres). Con esta represión quieren crear las condiciones para que el nuevo gobierno entreguista y proimperialista de Calderón pueda instalarse sin sobresaltos este 1 de diciembre, dejando la vía libre para que prisitas y panistas consensuen, en el Congreso de la Unión, los planes contra las masas. Y evitando que el odiado y represor Ulises Ruiz caiga como resultado de la resistencia popular, para que luego puedan pactar un recambio institucional que preserve al PRI en el estado y a las instituciones antidemocráticas.

Frente a esta artera agresión el pueblo oaxaqueño debe apelar a la
legítima autodefensa y reorganizarse para responder a esta oleada de
muerte y represión orquestada desde la secretaria de Gobernación, el
gobierno federal, Calderón y el PRI.

Es urgente la solidaridad activa y en las calles en todo el país. Sólo
la movilización obrera y popular frenará la represión contra los
trabajadores, campesinos, indígenas y estudiantes oaxaqueños. Las
acciones masivas y contundentes no pueden esperar más. Los grandes
sindicatos que agrupan a cientos de miles de trabajadores en todo el
país, deben hacer efectiva la solidaridad de clase con nuestros
hermanos oaxaqueños. La dirección del SME, de la UNT, del sindicato minero, de la CNTE a nivel nacional, deben convocar ya al paro nacional para evitar un baño de sangre, bajo un pliego de demandas que unifique la primera y urgente lucha contra la represión y en apoyo a las demandas de la APPO, con las demandas de distintos sectores de trabajadores contra el gobierno (como la lucha contra el aumento de precios en la leche y la gasolina, contra las privatizaciones). Deben demostrar que están del lado de los trabajadores y frenar la brutal ofensiva contra el pueblo de Oaxaca.

De la misma forma, los sindicatos, la "otra campaña" y las organizaciones obreras y de izquierda, así como las organizaciones que
se reivindican democráticas y todos los que recientemente se
manifestaron contra la represión (como la CND), debemos organizar la
movilización contra la represión, con una gran marcha de solidaridad y
acciones en todo el país, poniendo todas nuestras fuerzas al servicio
de la elemental tarea de defender al pueblo de Oaxaca. Impulsemos de manera unitaria un plan nacional de movilización, encabezado por los sindicatos y las organizaciones populares, para frenar este ataque, comenzando a formar una Coordinadora Nacional contra la Represión y en defensa del pueblo de Oaxaca.
