Fresno broadcaster Pappas Telecasting donates $325,000 in free air time to GOP committees

One of the state's biggest broadcasters has given 13 Republican county committees $325,000 worth of free air time to promote candidates on its radio and television stations that serve communities from Sacramento to San Diego.

Pappas Telecasting Cos., which calls itself the largest privately held broadcast firm in the nation, made the donations earlier this month. While it is unclear how much of the time has actually been taken, Democrats complain the offer unfairly benefits GOP candidates in violation of federal law.

The company owns 28 stations in 11 states and operates in most of California's major markets including Sacramento, Fresno, Bakersfield, San Francisco, Modesto and Los Angeles, according to the company's Web site.

The $25,000 donations went to GOP central committees in Fresno, Imperial, Kings, Madera, Merced, Riverside, Sacramento, San Bernardino, San Diego, San Joaquin, Santa Clara, Stanislaus and Tulare counties.

Attempting to boost Republican Party prospects, the owner of a chain of Central Valley television and radio stations has donated $325,000 in airtime for GOP candidates in many of the state's hottest legislative elections.

The contribution by Harry J. Pappas comes in the final days of campaigning, and those involved in the campaigns couldn't recall another instance in which a California media mogul donated time on public airwaves for advertisements to benefit one party over another.

"They're the public's airwaves," said attorney Karen Getman, who represents the Assembly Democratic Caucus and formerly served as chairwoman of the state's Fair Political Practices Commission. "You're not free to give them to one side in a partisan debate."
