S.F. trans health care called 'discriminatory'
Despite protests from transgender activists and the San Francisco Human Rights Commission, the San Francisco Health Service Board voted Thursday to continue offering benefits to transgender city workers that activists say are blatantly discriminatory.
Under the city's current plan, health benefits -- including hormone treatment, psychotherapy and surgeries -- are all made available, but with clear restrictions that apply only to transgender employees.
Specifically, transgender employees must be enrolled for one year on the health plan before accessing the benefits; there is a $50,000 cap on treatment; and -- most distressing to activists --transgendered employees are not allowed to seek treatment with the city's three HMOs (Blue Cross, Blue Shield and Health Net). Instead, they must use the "city plan," a health plan with expensive co-payments.
