The Bay Area affordable housing projects and HUD’s assisted housing programs are at grave risk of being destroyed if the fascist convicted felon Donald J. Trump, and fascist billionaire Elon Musk, and fascist billionaire Vivek Ramaswamy, are not stopped from destroying the federal government, and it’s federal domestic programs that assist Americans locally, and all across the nation.
According to HUD’s subsidized housing records during January of 2023, for some of the local Public Housing Authorities (PHAs), there are around 14,011 section 8 units in Oakland, plus 1,970 other subsidized low-rent housing units. San Francisco has around 15,878 section 8 units, plus 640 low-rent units. South San Francisco has 80 low-rent units. Alameda has 1,893 section 8 units. Berkeley has 2,080 section 8 units. Richmond has 409 low-rent units. Alameda County has 7,013 section 8 units. Marin County Housing has 2,384 section 8 units, plus 496 low-rent units. And Contra Costa County has 9,417 section 8 units, plus 963 low-rent units.
In 2004, Section 8 tenants in Alameda faced budget cuts to their HUD housing assistance vouchers.
As an example of what happened when Housing Choice Voucher tenants a.k.a. Section 8 tenants in Alameda faced budget cuts to their vouchers, in part it says, reportedly “On May 14, 2004, 1,659 families and over 600 landlords received notice from the Public Housing Authority of Alameda, California, informing them that there may not be any rent money for the month of June. Tenants and landlords were advised to use their security deposits to pay the rent and to negotiate a way for the renters to repay back the spent security deposits. As well, tenants were given vaguely written “vouchers” that didn’t list any guaranteed rental assistance amount along with lists of referrals to other counties that apparently weren’t worth the paper they were printed on.”

Mary Jesus, a longtime Oakland renter, had a message that she wanted to get out to the public at large, and she was willing to sacrifice her own life to do so. On that fateful day, Mary Jesus stood high above the crowd down below, and gazed upon hundreds of people gathered on the sidewalks beneath the Tribune Tower, as they shouted out to her not to do it. Local attorney Bob Salinas was one of those in the crowd that tried to save her as he frantically yelled to her not to jump. They are eager to dismantle government federal programs that assist Americans locally, and all across the nation. Reportedly in the Washington Post, “Trump government efficiency advisers Elon Musk and Vivek Ramaswamy have pledged not to bring a chisel to government spending, but rather “a chainsaw.” The particular approach Ramaswamy has in mind could threaten dozens of programs that tens of millions of Americans rely on each day.
Ramaswamy floated on social media a proposal to eliminate programs that Congress funds but where specific spending authorization has lapsed. That may sound like an easy source of savings, but it would ax veterans’ health-care programs, drug research and development, opioid addiction treatment — even the State Department.”
“We can & should save hundreds of billions each year by defunding government programs that Congress no longer authorizes,” Ramaswamy wrote.
The approach from President-elect Donald Trump, Musk and Ramaswamy’s out-of-government “Department of Government Efficiency,” or DOGE, demonstrates a fundamental misunderstanding of Congress and federal spending, experts say.
Additionally, reportedly, “John Thune of South Dakota, who Senate Republicans elected as majority leader on Wednesday, said he supports the non-governmental Department of Government Efficiency led by tech billionaire Elon Musk and former presidential candidate Vivek Ramaswamy. President-elect Donald Trump said the initiative will provide outside guidance “to dismantle government bureaucracy, slash excess regulations, cut wasteful expenditures and restructure federal agencies.”
Reportedly, on Wednesday, Everett Kelley, national president of the American Federation of Government Employees, warned against massive cuts to benefits and services if recommendations from the initiative led by Musk and Ramaswamy become law.
“Budget cuts of this magnitude, coupled with the massive tax reductions Trump has said he will implement, will affect vital programs that tens of millions of Americans currently rely on for their financial security and their health and safety,” Kelley said in a statement. “This includes Social Security, Medicare and Medicaid, food assistance for low-income families, veterans’ benefits and health care and so much more.”
According to a release from AFGE, “Federal workers will continue to do their jobs regardless of who sits in the White House as they’re sworn to uphold the law and the Constitution.
As the union representing more than 800,000 federal and D.C. government workers, AFGE will continue to represent our members and advocate for the programs and services that government employees deliver for the American people.
“But make no mistake: our union will not stand by and let any political leader – regardless of their political affiliation – run roughshod over the Constitution and our laws,” said AFGE President Everett Kelley.
During Trump’s first term, his administration tried to dismantle many of our negotiated union contracts, downsize and relocate federal agencies at great disruption and cost to taxpayers, and replace tens of thousands of non-partisan civil servants with political appointees who would blindly do his bidding.
In addition, Trump’s agency heads such as those at the Department of Education and Environmental Protection Agency worked to actively undermine their own agency mission.
“Federal and D.C. government employees should be able to do their jobs without political interference, without violating their Constitutional oath, and without breaking the law – and as their elected representative, we will do everything in our power to make sure that’s possible,” Kelley added.
Reportedly, “The programs without separate spending authorization that Ramaswamy would do away with represent more than $516 billion, according to the Congressional Budget Office. The 10 largest make up $380 billion. Here’s a look at what some of those programs do.”

These skewed priorities would exacerbate inequities in income, wealth, health, and hardship across lines of race and ethnicity, widening already glaring differences that have their roots in racism and other forms of discrimination.”
And in a recent report or memo from the National Low-Income Housing Coalition (NLIHC), in part it states, “Urge Congress to pass a final FY25 spending bill with increased funding for HUD’s affordable housing and homelessness programs.”
Regardless of the timing of the disaster aid bill, Congress will need to enact a final FY25 spending bill to ensure federal programs – including HUD’s vital affordable housing and homelessness programs – receive increased funding in the coming year. Because the cost of housing and homelessness assistance rises every year, it is crucial that HUD receive increased funding every year to maintain the number of people served. Advocates can use NLIHC’s resources to take action today and push Congress to pass increased funding for affordable housing and homelessness in FY25, including for NLIHC’s top priorities:
Full funding to renew all existing contracts for the Housing Choice Voucher (HCV) program and expand assistance to 20,000 more
households.
$6.2 billion for public housing operations and $5.2 billion for public housing capital needs.
$4.7 billion for HUD's Homeless Assistance Grants (HAG) program.
$100 million for the Eviction Protection Grant Program.
At least $1.3 billion for Tribal housing programs, plus $150 million for competitive funds targeted to tribes with the greatest needs.
Our country is in dire straits, because the fascist convicted felon Trump, and the picks for his administration want to destroy the federal government, and it’s federal domestic programs meant to assist the public.

The American people are happy with the federal government services they receive. In fact, their satisfaction reached the highest level since 2017 to stand at nearly 70 out of 100 today. But things are about to change, and the American people should brace themselves for cuts to their benefits and services if President-elect Trump implements his anti-families policies.
Here are a few highlights of how the American people will suffer under Trump’s policies:
1. Cuts to services, benefits
The incoming administration has plans to slash the federal workforce which provides important services to the American people. They also plan to replace federal employees with people loyal to Trump and his ideology who may not have the skills and experience needed to do the work.
Trump plans to reinstate Schedule F and reclassify, at a minimum, tens of thousands of positions as political appointees who will be hired and fired based on loyalty to Trump, not qualifications for their positions. This will harm agency missions and the services they provide to the American people.
The weather service, for example, could be politicized, creating chaos and endangering the American people. This already happened in 2019 when Trump falsely declared that Hurricane Dorian was about to hit Alabama. National Weather Service forecasters had to correct him, leading their parent agency the National Oceanic and Atmospheric Administration, under pressure from the White House, to issue a statement undermining its own forecast and scientists.
Schedule F will hurt employee morale and drive people out of the government, taking with them expertise and institutional knowledge. It will also make it a lot harder for the government to replace these experts as the reputation of the civil service is harmed. Staffing shortages at many agencies will get worse, and the American people will not receive the benefits they are entitled to.
And then there will be budget cuts to federal programs and operations. How big are these cuts? $2 trillion, according to billionaire Elon Musk, who has been appointed by Trump along with Vivek Ramaswamy to lead a private commission tasked with recommending drastic changes and cuts to the federal government’s programs the American people rely on.
Budget cuts of this magnitude will affect vital programs that tens of millions of Americans currently rely on for their financial security and their health and safety. This includes Social Security, Medicare and Medicaid, food assistance for low-income families, veterans’ benefits and health care, and so much more.
When Ramaswamy was a Republican presidential candidate, he suggested cutting 75% of the federal workforce. It’s hard to imagine what will happen to national security if this misguided idea is taken seriously as the majority of federal employees work at the Department of Defense, Veterans Affairs, and Homeland Security.
It’s important to recognize that federal spending on salaries and benefits is only a tiny part of the overall budget each year, yet politicians are regularly scapegoating federal workers instead of giving them the resources they need to serve the public.
Under Trump, the American people can also expect dirtier air and water as the administration will seek to gut the Environmental Protection Agency (EPA) and its regulations protecting public health. Polluters are going to have a field day.
2. Dangerous workplaces
Several health and safety standards that the Occupational Safety and Health Administration (OSHA) has been working on are likely to be shelved under Trump, who is openly anti-regulation.
The future of OSHA’s proposed heat standard, for example, is in jeopardy when Trump returns to the White House. The heat standard is undergoing a public comment period that ends Dec. 30, and it can take months for OSHA to review the comments and go through the process of issuing the final rule. If implemented, employers will be required to take steps to protect workers from extreme heat such as developing heat illness emergency plans and providing breaks, shade, and water. But it’s unlikely that Trump’s OSHA will finalize the rule in its current form and may be watered down if it is issued.
The infectious disease standard is also unlikely to see the light of day. The proposed standard has been sent to the Office of Management and Budget (OMB) for review and may not be released under the new administration at all.
Without OSHA’s intervention, employers are less likely to spend time and money to protect workers from hazards. They also won’t be held accountable when violating the law.
There are other health and safety issues that AFGE is concerned about. The Bureau of Prisons (BOP), for example, has several facilities that have not been properly maintained. These facilities have leaking roofs, leading to flooding and mold, posing health risk for workers. Without intervention from OSHA, the agency is even more unlikely to fix the problems.
3. More discrimination, hate crimes
During Trump’s first term, hate crimes surged across the country. Since then, he and his allies have only intensified their rhetoric – accusing immigrants of poisoning the blood of the nation, insinuating that hiring women and minorities over white men has caused professional standards to decline, threatening to deport protestors, and questioning the basic human dignity of trans individuals. These actions have caused widespread concerns among women, communities of color and LGBTQIA+.
Marginalized communities are therefore bracing themselves for Trump’s plans to dismantle the federal government’s efforts to address racism and gender equity. This includes the plans to eliminate diversity programs in education and censor academic discussion of race and gender.
Trump also wants to fire Department of Education employees he baselessly calls “radicals, zealots and Marxists” and create a new credentialing body to certify teachers who will teach according to new curriculum and standards developed by the Trump administration.
Trump’s pick for secretary of defense Pete Hegseth has already upset women as Hegseth criticized the military for “lowering standards” to allow women in combat roles even though they are capable and actually needed in many circumstances. Many female veterans have expressed their frustration over Hegseth diminishing their accomplishments and take issue with him saying the military is lowering standards to accommodate them. Likewise, as Fox News criticized budget increases at the Department of Veterans Affairs, Hegseth said veterans who seek all the benefits they are entitled to from the VA don’t have personal integrity.
Communities of color with heavily polluted air and water will also bear the brunt if the EPA’s programs that seek to protect them are be shut down under Trump, as was threatened in Project 2025.

Will Trump, Project 2025 kill HUD?
As the dust settles from the presidential election, the much-discussed policy document seems more in play than it was prior to Trump’s win.

Project 2025 refers to a series of proposals published by conservative think tank The Heritage Foundation that would reshape many federal agencies and systems to more closely align with conservative ideology.
Now that Donald Trump is once again the president-elect of the United States, and with several former Trump administration officials having contributed to the policy playbook, the likelihood has increased that the document could serve as guidance in the second Trump administration.
One consistent, overarching element that persists across much of the 922 pages of the Project 2025 playbook is the desire to do away with career officials inside federal agencies and replace them with political appointees. This is highlighted in the playbook’s section dedicated to the U.S. Department of Housing and Urban Development (HUD), although there could be some legal and institutional roadblocks to getting this done immediately.
But it should be a top priority for HUD, according to the document, driven by the desire to bring people aboard who are “motivated and aligned” with the aims of a new conservative administration.
The HUD section of Project 2025, written by Ben Carson, the HUD secretary during the first Trump administration, calls for a “reset” of the department. This includes “a broad reversal of the Biden administration’s persistent implementation of corrosive progressive ideologies across the department’s programs.”
This would include identification and removal of any non-citizens who are participating in federally-assisted housing, including “all mixed-status families.”
The document also calls for an increase in the Federal Housing Administration‘s mortgage insurance premium (MIP) for all loans with terms longer than 20-year terms, while maintaining MIP levels for refinances and purchase loans with shorter terms. Shorter-duration mortgages, it states, can best encourage “wealth-building homeownership opportunities.”
The document also takes aim at various longtime HUD policies extending back to the time of President Franklin Roosevelt’s “New Deal” programs. It calls for new political leadership at HUD to “reexamine the federal government’s role in housing markets across the nation and consider whether it is time for a ’reform, reinvention, and renewal’ that transfers department functions to separate federal agencies, states, and localities.”
It also argues for the establishment of a task force that would seek to counter policies determined to be rooted in opposing ideologies. It calls for officials to review “all subregulatory guidance that has been instituted outside of the Administrative Procedure Act (APA),” and for a repeal of the Affirmatively Furthering Fair Housing (AFFH) regulation. The first Trump administration rescinded that rule before it was restored by the Biden team.
There are also a series of proposals aimed at “restrict[ing] program eligibility when admission would threaten the protection of the life and health of individuals and fail to encourage upward mobility and economic advancement through household self-sufficiency,” along with suspension of “all external research and evaluation grants in the Office of Policy Development and Research.”
The document calls for moving the Home Equity Conversion Mortgage (HECM) program “once again to its own special risk insurance fund,” and a revision of loan limit determinations and “statutory flexibility for shorter-term products that amortize principal earlier and faster.”
Housing advocates who spoke with HousingWire prior to the election cast some doubt on whether the document’s priorities would be pursued. But this was also during a time when polls seemingly indicated a closer presidential race than it ended up being. The president-elect and his allies aimed to distance themselves from Project 2025 during the campaign.
But now that the dust has settled and Trump is set to take office in January, some of his allies — including former White House adviser Steve Bannon — are indicating that it could have more sway over policy priorities than either Trump, his campaign or the Republican Party publicly indicated during the run-up to the election.
