Anti Police-Terror Project Files Liability Claim Against City of Santa Cruz
The Anti-Police Terror Project (APTP) has filed a liability claim against the City of Santa Cruz. "Claimant seeks damages resulting from an alleged violation of civil rights related to law enforcement action," city staff states in an agenda report for the March 9 meeting of the Santa Cruz City Council. Other than the one quote from city staff, very few details have been released to the public about the claim, except that the incident in question occurred on May 29, 2020. The City Council is expected to discuss the claim during its closed session on March 9, and a motion to reject APTP's claim has been placed by city staff as item #14 on council's consent agenda.
According to the their website, The Anti Police-Terror Project is, "a Black-led, multi-racial, intergenerational coalition that seeks to build a replicable and sustainable model to eradicate police terror in communities of color. We support families surviving police terror in their fight for justice, documenting police abuses and connecting impacted families and community members with resources, legal referrals, and opportunities for healing."

City Administrator Bonnie Bush has regularly refused to make public as a matter of advance record for City agendas, the content of claims against the City.
This refusal denies the public the ability to contact the claimant before the Closed Session to get details of their case, and possibly appear to testify in the brief Open Interval before the Council goes into Closed Session. It also means we get the highly abbreviated, not usually very helpful, staff summary as can be seen above.
Bush usually but not always makes available the information several days after it's requested, but usually only on the day before the Council meeting. And then only if it is individually requested--that, at least, has been my experience.
If I get the information, I shall try to post it. However, of course, those filing the claim could post it here. It is after all public record.
Also complaints to Bush's office might be helpful--especially if we anticipate more police actions in the months ahead resulting in escalating claims against the City.
E-mails to Bush at bbush [at] cityofsantacruz.com in numbers might suggest public concern here. As would people appearing in numbers at her office. Just a suggestion.
