Public housing authorities still under threat as government shutdown ends
According to the Seattle Housing Authority (SHA), "SHA’s services have continued throughout this last shutdown. If the government shuts down again on February 16, SHA and other public housing authorities will still have federal funding through February. In addition, SHA has the ability to continue funding expenses through March regardless of whether the government shuts down again in February."

Yesterday, Congress and the president agreed to end Trump’s partial government shutdown, which has been a disaster for the American public all across the nation, and the longest government shutdown in U.S. history.
The Continuing Resolution that Congress agreed to funds the government at 2018 levels through February 15, 2019. However, Trump is threatening the American public with another government shutdown on February 16 if Congress fails to fund his racist border wall that he has been demanding. Or like a dictator, he may choose to use emergency powers to have the border wall built if Congress fails to meet his demands by February 16.
According to the National Low-Income Housing Coalition (NLIHC), “When the government reopens, HUD will have three weeks to start renewing rental assistance contracts, ensure homeless service providers receive delayed funding grants, and fund both public housing operations and Housing Choice Vouchers. USDA will be able to renew rental assistance and approve loans.
Three weeks will not be enough time, however, for HUD and USDA to address the backlog of work that has piled up during the shutdown. Congress must pass full-year spending bills that provide robust funding for affordable housing and community development programs.”
Tens of thousands of Section 8 voucher tenants (Housing Choice Voucher Tenants) are afraid that the Section 8 landlords will evict them if Trump’s partial government shutdown continues again in February, and our nation’s Public Housing Authorities (PHAs) fail to make payments to the Section 8 landlords in March.
In a statement in response to Trump’s announcement NLIHC President and CEO Dianne Yentel said, “The shutdown was a disgrace, causing stress and hardship for our country’s lowest-income and most vulnerable people. Over time, we will learn the extent of the longer-term damage done to the programs that serve them and to what extent the damage can be remedied. With a short-term agreement to reopen the government, millions of low-income renters and housing providers can now breathe a sigh of relief.
“But governing in 3-week increments is unacceptable…Congress and the Administration must immediately work together to enact the full-year spending bills that already have strong bipartisan support. Only with full-year spending bills will low-income renters have the security they deserve and will the programs that serve them have the assurance of the long-term funding they need to properly function.”
Public Housing Authorities (PHAs) Are Still Under Threat As Government Shutdown Ends
In a statement on the website of the Seattle Housing Authority called ‘government shutdown ends’, it said, “On Friday, January 25, the president and Congress reached a deal to end the partial government shutdown with a Continuing Resolution that will fund government at 2018 levels through February 15 of this year. The president said, however, that he is prepared to either invoke emergency powers or shut down the government again on February 16 if agreement is not reached on a budget that includes funding to build a border wall.
SHA’s services have continued throughout this last shutdown. If the government shuts down again on February 16, SHA and other public housing authorities will still have federal funding through February. In addition, SHA has the ability to continue funding expenses through March regardless of whether the government shuts down again in February.”
However, many other PHAs may not be in as good of shape as the Seattle Housing Authority is because they may not have enough in reserves to fund their agencies and programs if Trump shutdowns the government again on February 16, 2019.
Making matters worse, HUD wants to take the reserves from PHAs all across the nation and return the reserves to the Treasury Department. PHAs are presently in a huge battle with HUD in an effort to stop HUD from taking their reserves from them. There are around 3,000 PHAs in the United States, and its territories.
Our public housing authorities are an incredibly important part of our nation’s communities to provide and manage subsidized housing programs for veterans, low-income families, the elderly, and disabled.
