1978's Prop 13 underlies much of California's economic hardships. Passed with 57% of the vote, it postpones reassessment of real estate until a 51% change in ownership occurs, and retards property tax increases so effectively that, for example, a property purchased in 1990 is today paying at a 1995 valuation!
Prop 13 has lead to massive land speculation, the shifting of public revenue-getting onto residential property off of (long-term held) commercial property, bond financing, sales tax hikes, and an unnecessarily heightened miss-education about business portraying capital rather than land-renting as the the great evil.
Come along on a free walking tour led by SF mayoral candidate Leon Phat exploring SF social history while illuminating the role land policy has played in sustaining sexist, anti-labor, anti-environment, racist policy and culture.
