The most crucial time for public comment is at the start of the meeting. There is a second opportunity for public comment at the end of the meeting, but opinions will carry less weight as options may have been decided on during the course of the meeting.

This meeting is important in light of the "Where's My Berkeley Cop" campaign by members of the Berkeley police. There are members of the police who are actively using social media to gain Alt-Right support for increased police militarization, as well as support for decreasing oversight powers by city government and the review commission. The "Where's My Berkeley Cop" campaign is being shared by Right Wing media platforms.
