This is a signature gathering burlesque skit, critiquing the normative notion that private ownership of land values is OK.
Mortgage the Beagle and Fee-Fee the Poodle are gathering signatures for a fall ballot measure!
What if dogs (an oppressed group of free-range restricted San Franciscans if ever there was one) were given the right to own (and be responsible for maintaining) portions of city parks? This privatization would ensure high quality hygienic standards for the parks.
But wait, the owner/concessionaire dogs could then milk the entrance fees they could charge other dogs. What a fee-feefdom!
Yet that, in kind, is what the current legalized privatization of human land rents amounts to, with a whole lot of other corrosive public policy ensuing.
