Shot for Sleeping in His Car: Vigil for Demouria Hogg
Demouria Hogg, 30-year-old father of three was killed by OPD on June 6, 2015 at the intersection of Lakeshore and Lake Park avenues in Oakland. Mr. Hogg was asleep (or unconscious) in his car at the intersections. Paramedics were called, but when they saw a gun on his passenger seat, they called OPD instead of helping. OPD tried to wake Mr. Hogg up for about 1.5 hours, and ultimately shot and killed him within 1 minute of "making contact" with him.
Anti Police-Terror Project (APTP), with support of Mr. Demouria Hogg's family, organized a vigil to honor his life and mourn his senseless killing. The vigil was held in the spirit of spiritual militancy, which included pouring libations, prayer, Danza Azteca ceremony, and artistic performances. Members of Black Youth Project, Anti Police-Terror Project, Asians for Black Lives, and BASAT lock themselves together and held the Lakeshore and Lake Park Avenue intersection for 2 hours, to signify the approximate time of the siege of his vehicle by OPD that led to Mr. Hogg's killing. After the vigil, people set out to march around the Lake Merritt.
The OPD dispatch recordings that can be downloaded from http://www.broadcastify.com/ (after purchase of a subscription) show clearly that Mr. Hogg was not moving for most of the time that the mass media called "confrontation" and "standoff." When OPD finally "makes contact" with Mr. Hogg (which we believe was the point when they tasered him), it takes less than a minute for them to kill him.
APTP questions why he could not have been provided medical aid and apprehended in another way. We recall the case of a white man, who shot at plainclothes deputies in West Oakland in January, and was arrested unharmed (http://kron4.com/2015/01/29/man-arrested-for-shooting-at-officers-in-west-oakland-identified/).
APTP demands the following:
1. Immediately release the name or names of the officer or officers involved in the shooting, as required by the 5/29/14 California Supreme Court decision, Long Beach Police Officers Association v City of Long Beach.
2. Immediately make public all body camera video, dashcam video and any surveillance video of the entire event.
3. Release the coroner's report and the police report to the family.
4. Immediately request that the Attorney General appoint a special investigations team for this officer involved shooting. No one in any police department, let along the Oakland police department, can be trusted to investigate their own, nor is the District Attorney capable of an impartial or robust investigation of an OPD officer, as evidenced by their sham report clearing Miguel Masso of the death of Alan Blueford three years ago.
