SCPD Policy and Practices Manual (General Orders) as of 2011
A few weeks ago, I requested a copy of the General Orders of the SCPD. These are internal policies which its officers are supposedly bound to follow. It's been suggested to me in the past that holding officers in violation of these orders and presenting evidence of that is more powerful than claiming their conduct is violent, illegal, or abusive. That is, it's riskier for a cop to violate internal rules than violate the Constitution. Sad, if true.
Trisha Husome, SCPD Records Keeper, responded to my May 1 Public Records Act request with the following PDF, which, she said, was current as of 8-4-11.
