A Conference on Protecting In-Home Services
as Low-Income Seniors and People with Disabilities
are Forced onto Managed Care

Under pressure from state budget shortfalls and the Obama Health Plan, the State of California is rushing headlong into a cost-saving experiment of forcing low-income seniors and people with disabilities on both Medicare and Medi-Cal into Managed Care. Seniors and people with disabilities would be put under private insurance companies or county agencies that have little experience with these people, and have strong incentives to save money, with little accountability built in.
Worse yet, these private insurance companies and county agencies would also manage the in-home services that enable frail seniors and people with disabilities to stay at home and not be put into institutions. This could endanger implementation of the Supreme Court’s 1999 Olmstead Decision, which ruled that the Americans with Disabilities Act prohibits the unnecessary institutionalization of persons with disabilities.
This conference will discuss protecting these programs, such as IHSS (In-Home Supportive Services), LTSS (Long-Term Services and Support), HCBS (Home and Community-Based Services), and more.
