Downtown Guide Encounters

The man in the first photo was playing guitar while sitting against the bike lockers located adjacent to the metro center on Pacific Avenue. When the guide (who was walking with a First Alarm security guard) approached the man she said to him, “you can’t be sitting and playing here.” The man immediately stopped playing, stood up, and moved.

In the second photo (which was taken 20 minutes after the first photo), the same hospitality guide encountered a teenage man sitting on the railing of a planter located across Pacific Avenue from the Old Theatre building, and told him, “don’t sit on the railing.” A detail from that photo shows an older woman leaning against the rail. The guide did not approach or speak to her.

The Hospitality Guide Program’s (HGP) mission is to assist in promoting a clean, safe, and friendly atmosphere for shoppers, residents, employees and visitors. This mission is accomplished in the following ways:
Providing information and directions to shoppers, visitors and residents alike.
Providing a visible presence in the Downtown area and assisting in maintaining compliance with municipal codes by using educational outreach.

In 2009, the Santa Cruz Sentinel reported that the program’s cost was $130,000.

...for documenting this bullshit. Perhaps increased publicity and ridicule will change the DTA's aggressive attack on poor "out of place" people.

I encourage others, especially those working with Occupy Santa Cruz to stop and video or audio these incidents if you see them on Pacific Avenue. The Hostility (Hospitility?) Patrol needs a little human oversight.

I dunno. I'm new to town, but where I came from in Australia, this was an accepted ordinance as well. It's pretty common knowledge that there's a direct correlation between the sort of loitering (although I dislike that word) depicted here, and anti-social behavior, specifically the congregation of groups of hooligans and gadabouts who then proceed to smoke, spit, swear loudly and otherwise generally make the area extremely unpleasant and unattractive to other visitors.

Good on the city for dealing with this matter humanely, respectfully and, ultimately, effectively.

You guys seem to really be reaching for examples in this particular case. Making a lot of assumptions and connecting dots that don't appear to be related.

-Robert ascribes attributes to the kid sitting on the railing that I don't see any evidence for. How do you know he's poor? Or for that matter, that the woman leaning on the railing is not?.

-Alex reports that the guy was told to not sit on the railing, but the woman who was standing there and leaning on it was left alone. What's your contention or intimation? Seems to me it could be a simple fact that your welcome to stand but asked not to sit there.

I think your both stretching on this one.
