Join SF Mayoral candidate, Leon Phat, on a walking tour of San Francisco's financial district. He'll elucidate how community benefit districts could fully fund city finances while enabling the elimination of the local sales tax surcharge as well as all business fees. Conservatives and liberals alike should be thrilled with the "pay for everything while reducing taxes" plan of Leon Phat.
But here's the kicker: Leon will pay $100 to any person who can not touch ground for the duration of his walk. That's $100 for anyone who can, in the ordinary sense of the phrase, "not touch ground" throughout the length of his walk. His point is that everyone uses land, and can't escape doing so, with the result that those who own the land upon which everyone else walks can, as a class, make out big time. And why shouldn't that class include everyone? That's what Leon's super-charged land value based community benefit districts are all about . . . ensuring the public makes out big time.
