Re BART, the FBI (DHS...) all being in it together (to roughly quote Dave id):
This isn't news to many of you, but BART receives a good amount of funding (apparently in the way of Transit [In]Security Grants) from DHS.
I did some quick research, and discovered that, according to the attached pdf, BART anticipated grants of $4 million in 2006 and $8 million in 2007.
One can only imagine what the grants have ballooned to since.
