On May 22, 2001 Calpine Corporation and Bechtel Enterprises Holdings, Inc., known as the Calpine/Bechtel Joint Development filed an Application for Certification with the California Energy Commission seeking approval from the Energy Commission to construct and operate a 600 megawatt (MW) natural gas-fired, combined-cycle electric generating facility.

The project site is located in the Industrial Corridor of the City of Hayward, Alameda County, California, and would be known as the Russell City Energy Center (RCEC). The proposed 14.7-acre project site is located at the southwest corner of the intersection of Enterprise Avenue and Whitesell Street, directly south of the City of Hayward's Water Pollution Control Facility (WPCF).

Chabot College, Ochoa Middle School, Eden Gardens Elementary School, Lorin Eden Elementary, Palma Ceia Elementary, Southgate Elementary, Mt. Eden High School, Kaiser Hayward are some of the campuses that will be affected by the pollution from this power plant.

Please join us to learn more about the devastating environmental effects this plant will have on the Hayward area.
