The language sounds innocuous, unless you realize that it would accomplish 2 things that are really costly to taxpayers:
it would block the ability of the governemnt to charge Chevron for the cost of any cleanup in California
any increase in "fees" would be considered an increase in taxes - and would requite a 2/3 majority to pass in the CA legislature.
Of course this means that you, the taxpaying citizen would have to pay the true cost of Chevron.
Time for a boycott of Chevron and all of their products.
