At 1 PM there is an open interval before the City Council goes into closed session to discuss "legal and personnel" matters.
City Council is required to hear public comment on anything on its closed agenda at that time, but will then clear the room to discuss these matters "in private" with only Dick Wilson's staff hovering nearby.
Two items on the agenda are People v. Wes Modes (the "walk in a parade, get a ticket" case from last New Year's Eve) and People v. Richardson and de Leon (the "sleep downtown, go to jail" trial happening in courtroom 4 last week--now postponed to a date uncertain).
