Federal lawsuits against municipal government can precipitate a FULL AIRING of police policy, procedure and PRATICE. This is now happening in Galesburg, IL, where the entrenched bureaucracy is confronted with 2 federal lawsuits. The discovery process in one of them is scheduled to take 18 months, with expert witness on both sides. Much that has remained unknown will become a matter of public record, and during the course of the trial, the police need to PRACTICE acceptable conduct or it will be documented in the case.
This is a boon to the citizens of the town where Carl Sandburg was born, and he would love this.
There is nothing like a FEDERAL LAWSUIT to force your police to behave the way that you PAY THEM to behave.
