By popular demand, the latest episode of UC Berkeley Police Squad!. The battle for the stage continues in HUNGRY FOR FREE SPEECH.
The school puts it very clearly in black and white, or rather blue and gold: NO SLOGANS
Undaunted, members of a resistance push forward, tagging the stage with calls for democracy and freedom of expression. Often these brazen messengers move in the night, however one man chose to act on a late afternoon: UC BERKELEY OUT OF PEOPLE'S PARK
Three officers arrive, at the request of Mo, an assistant park manager. Not particular apt at gardening duties, Mo serves as eyes and ears for behavior the UC might find offensive. Mo is part of a morality police, a narc.
With keen detective skills, the first officer digs for the facts: MA'AM ARE YOU HUNGRY?
No she's not, she's eaten, but there is food available for the officers. A cynical second officer replies.
While engaged in chit chat, a third officers gets down to business: A CITIZEN'S ARREST, YES.. [PAUSE]... WITH A CITATION
This officers reminds the alleged perpetrator the rules regarding painting the stage: YOU'RE NOT SUPPOSED TO DO THAT.
IT'S VERIFIABLE, THERE IS A PENAL CODE.

What exactly is the issue here? They own it, so don't paint it. Is that really to much to ask? Plenty of celebrations and festivals seem to happen there with no controversy. What was wrong with what happened in the video?
the stage was built by park activists, not by the UC.
