§anti-fascist covenant

Geneva Conventions of war (1949) signed on to by the majority of the worlds Peoples through their governments, says that the targeting and killing of civilians is a war crime. It is a war crime if any army does it and that is the internaitonal law on the question of dealing with civilians.
