Schwarzenegger is trying to overturn a Federal Court decision that blocked California from imposing a 10% payment cut to the doctors, dentists, clinics, hospitals, adult day health centers, and pharmacies that serve Medi-Cal recipients. California already had nearly the lowest provider payments and provider-to-patient ratios in the nation, and many providers are saying they cannot accept more Medi-Cal patients if the cuts take place.
Pharmacists, independent living centers, Medi-Cal patients, and Gray Panthers from SF and Sacramento sued against these cuts, and won a Federal Court ruling overturning a significant portion of these cuts. The State maintains it should be allowed to decimate medical services for the poorest and sickest Californians rather than tax corporations and the rich to provide the necessary revenue.
The provider cuts are happening in the context of other devastating and permanent cuts to Medi-Cal, including eligibility cuts for poor people and immigrants; service cuts in dentistry, optometry, speech therapy, and mental health, cost sharing for the aged, blind, and disabled, and cuts in county outreach services.
