The PRC will consider the adoption of the Final Report on Evidence Theft issues in the Berkeley Police Department. The report was spurred by an incident in January 2006 when Officer Cary Kent of the BPD tampered with 268 drug-evidence envelopes. The report cites "systemic failures" as an impetus for sweeping changes in department policies.
