War on Westside Gangs

At a press conference today (Wednesday, August 29, 2007) City of Fresno elected officials announced a major effort to eliminate gangs. Several of them linked the war on terror to the effort to eliminate gangs. They also promoted technology that will increase video surveillance and put GPS tracking devices on West Fresno residents in order to reduce crime.

Today, Fresno mayor Alan Autry and police chief Jerry Dyer announced plans crack down on and eliminate westside gangs. The campaign will begin immediately using four primary elements:

1. Target Specific enforcement
2. The aggressive use of technology
3. Intervention and prevention
4. Community Involvement

Fresno City Council member Jerry Duncan, stressing the urgency of this effort compared the campaign to the war on terror. Duncan, speaking about gang members, said “make no mistake about it, they are terrorists and they are as much of terrorists as those people in Iraq that are blowing up innocent people.” Mayor Autry said “the connection with the war on terror and the war against gangs at home is not a spin, it is a very real connection.”

Police Chief Dyer outlined the strategy for defeating gangs on the westside. He said “effective today the police department will deploy a new tactical unit specifically designed to eliminate West Fresno gang activity. The West Fresno gang team, will operate similar to the Bulldog Tactical Team conducting citywide high-visibility targeted enforcement of West Fresno gang members with an emphasis in Southwest Fresno where violent gang crime has occurred with regularity.”

Dyer singled out three gangs for immediate elimination - The Dogpound, Villa Posse, and Strother Boys. A map detailing gang territory on the westside was available at the press conference held today and is reproduced below. Dyer said that the three gangs targeted for elimination “comprise 250 of the most violent and dangerous criminals in Fresno involving themselves in crimes such as murder, business and residential robberies, as well as frequent drive by shootings. Once membership in these three gangs diminishes significantly other gangs will be targeted for elimination.”

The Fresno Police Department intends to expand its video policing efforts in this war against West Fresno gangs. Dyer said they have “the capability to immediately deploy up to six portable cameras into locations to allow for active monitoring of gang members in neighborhoods who may be involved in criminal activity.” These cameras are in addition to the permanent video surveillance cameras that have been introduced into the community over the last two years. Dyer said that the portable cameras may or may not have signs to notify residents that they are being monitored.

Global Positioning System (GPS) devices will also be used to fight gangs. Dyer said that “currently 20 parolee gang members are on active GPS monitoring and within the next few weeks, 20 juvenile gang members on probation will be actively monitored by GPS. These GPS monitors allow for real time, around the clock monitoring and tracking of offenders.”

A third component of the technology used to fight gangs will be geo-forensic crime data. Dyer described this technology by saying a “crime analyst assigned to the department’s crime view unit will identify gang-involved crimes and trends, and provide custom crime mapping. These maps can be overlaid to include offender residence maps to provide instant analysis of likely suspects including parolees, probationers and sex offenders allowing command staff to target our anti-gang efforts and strategically direct resources.”

Dyer said “while enforcement will play a major role in the elimination of gangs in southwest Fresno, we fully understand that the long term solution is offering those who choose a way out of the gang lifestyle an opportunity to do so.” He said his department and volunteers would aggressively recruit African-American gang members to join the mayors gang prevention initiative “by going door to door offering our services.”

The fourth element of the campaign will be community involvement. Dyer said they are working with community leaders and faith based groups in West Fresno and they will “establish a gun buy back program which will be launched next month.” Dyer said they will set up a gang watch hotline and hold “farewell to gangs” celebrations.

In addition to Dyer several elected officials spoke at the press conference, including mayor Alan Autry, District Attorney Elizabeth Egan, & city council members Cynthia Sterling, Henry T Perea, and Jerry Duncan. All were supportive of the plan.

Once again, the Fresno Police Department and the task team of the Chief, mayor, DA, and District council 6( this guy is a long way from home), give us their version of a 9/11. I don't about you but do you notice that this team does not even reflect the commuity of color it vows to target. These peope and their children do not attend schools in disrict 3, do not shop in district 3 and all live in safe neighborhood USA. They vow to arrest crime away until we don't need law enforcement? Think about that! Meanwihle, they have convinced the (2) token city council members to appprove the resources ($$$$$$) to target our families. Convincing them and leaders in the community to support a deformed interpetation of "RACIAL PROFILING". They ignore the fact that, ( or maybe not) District 3 communities lacks the resouces for healthy families, instead it is a place where poverty is highest in the "nation", jobs and resources are either very few or in minimum wage service industry jobs. So instead of addressing this issue, lets take the emphasis off poverty and arrest this community into gentrification to accomadate that new golf course. Fresno county tax payers, prevetion is in community resources and real jobs. Its cheaper. But if you had a multi million dollar budget to play with, would you want that information out there? Not no, but hell no, especialy if you got dream toys to buy, like survelliance cameras,gps tracking devices, more brut cops on the streets, more helicopters....the shopping list is endless....and do you know who loses, WE DO, communities of color! Just look at the map, they even have these communites mapped out. Uhhhh excuse me madam council member, mayor, can we get a map overlay of who have the jobs, good schools, and healthy resources in Fresno....district 3? No more bullshit please, its time for an IPA but lets add a politician check and balance to the IPA(2) Independent Politician Audot)

No matter the cause, the fact remains that minorities commit and are victims of the vast majority of violent crimes. No matter what social services we might embark upon, a response by the police is also necessary, not sure why it needs or even should be one or the other.
This whole plan reaks of bullshit. Just another way to target communities that have been systematically screwed over. I mean, come on, constant GPS monitoring and tracking of adolecents? Can you say Facism on the rise?

welll if this dont sound like a load of crap......so basically they want all these peoeple off the westside so they can accomadate the golf course....and they're gonna start by calling them TERRORIST.....''''TERRORIST'' PEOPLE WHO KILL HUNDREDS OF PEOPLE WIT SUICIDAL BOMBS...now these poeple are wrong,...but they have been hardened by poverty...drug abusing parents and transformed to adapt to their envirement.These terrorist grand..and great grandparents started those community's so instead of targeting their offspring why dont all you hypocrite's since you all big and bold go to these neighborhoods and have your big racial speeches and see what these terrorist have to say ....if you were born against the odds how would you get your profit.....how do you survive when you see no way out and people that you dont even know are shooting at you for something that happened decades ago ....just repeating it self for the next generation to come????this is what you call HELP ...tHIS IS NO HELP I WANT ...
