M20 - 7th & Mission - Police Tactic pt 2

Here is a continuation of the look at police tactic: systematic corraling of protestors, via false orders to disperse, lunge and beating in order to divide the group and then arrest. 7 jpgs

Police surround the street which protestors are marching, hidden at the adjacent or parallel blocks. Waiting until protestors are on a block where there are no alleys, cops mobalize to surround protestors, corraling them into a police trap. The cops give a false "order to disperse" or an order to get on the sidewalks. This order is to cluster the group into the police trap - there is never any way to "disperse".

Next, the cops are ordered to divide the group - they lunge at the center, beating and lunging until meeting the cops on the other side. The cops fan out, lunging and beating the protestors into divided circles. The cops surround the protestors, in lineups one or two deep in cops.

They hold the protestors here. Sometimes they arrest them. Sometimes they hold them. Often, they antagonize protestors - it must be of strategic advantage to have protestors angry or upset. Mass arrests are less likely to take place on Market or where bystanders may witness police behavior. It is more likely to take place on Mission St or other locations.

Most of all, this is a game to those giving orders. They truly seem to enjoy figuring out how best to defeat first ammendment activists. They never really grew out of their GI Joe days.

If you were wrongfully arrested in San Francisco on Thursday 20 March near Mission and 7th or know someone who was, here is information about a class action suit against the city and the police department for wrongful arrest. This info applies also to people who were wrongfully arrested in other parts of the city.

This is a good way to use the gears of the system to grind against each other, and take advantage of the competition for power within the government. Drive home the point that one of the many costs of war will not be our freedom of assembly and speech.

Ishmael Tarikh, the director of Bay Area Police Watch says he wants to file a class action suit against the city within the next 10 days if he has 15 to 20 people come forward. SF Lawyers Guild is also interested in representing suits against the city for police misconduct.

As for the citation you were issued for Failure to Disperse, the police are obligated to order the crowd to disperse as well as give them the opportunity. In arrests all over the city, neither happened. As for blocking traffic, unless the police have video of you in the street, they would be unable to prove that you were not on the sidewalk at the time the police arrested you.

At your arraignment hearing on April 19th, 20th, or 21st, plead Not Guilty to both charges, and make them take it to court. The Lawyers Guild will help represent you. At that point, the police dept will have to produce proof that you committed a crime or exonerate you.

Mayor Willie Brown, who celebrated his 69th birthday as protesters and police battled for the control of downtown streets, was supportive of the police and thought protesters should act in their own hometowns, where the culture may be more supportive of war.

"In a time when our city faces huge deficits, further disruption to our city's economy and endless draining of our public resources is unfair to the people of San Francisco," Brown said. "San Francisco did not create the circumstances that led to military action in Iraq; it should not bear a disproportionate burden as a result of that action."

Brown's spokesman, P.J. Johnston, said protesters might look to towns such as San Ramon, the headquarters of Chevron.

There won't *be* any jobs later this year. Sharply cutting taxes while going into a war escalation, and a recession, has rarely been done during our nation's history. When there is a big deficit, this always drives up interest rates and inflation in order to make the debt proportionally smaller. This depresses wages and employment.

This is what happened during the late 70s after the Vietnam war - do you remember stagflation and how this made the popular culture of the time neurotic and depressed and pissed off. There won't be any jobs to apply for later this year. I'd learn to do something useful and find your own customers.

If San Francisco is going welcome companies like Bechtel and groups like the Carlyle Group with open arms, they are going to have to deal with those who protest war mongers. If there were federal buildings an headquarters in Oakland, Berkeley, or Marin the same thing would happen in those places. Willie Brown has catered to large corporations irregardless of ethics and has consistly favored corporate america over individuals since the day he took office. I mentioned "false orders to disperse" in this analysis of police tactic, but I don't want it to be confused that there was any order to disperse at 7th & Mission. There absolutly was not. Nor was there any oportunity to.

The cops, in a manner of shoving the crowd, did yell "Move it!" - to get the group corraled. This took place on both sides of the crowd, completly blocked by cops.

You are NOT screwed for life if you get arrested. I know many people with very high up government jobs who did a good deal of protesting back in the 60s, were arrested repeatedly, and are still doing what they want and love. You know how no one REALLY ever wants to look at your permanent record? Same thing with your FBI records. I bet even the people posting here to beware have an FBI record. Most people do. Write to them and request to see what's in it.

Now, if you get convicted of a felony, that's a different story. Stay true to your cause, stay peaceful.

I witnessed this exact event from start (police pull up on motorcycles) to finish(everyone sitting down and being arrested. I witnessed a man being beaten against a window and then handcuffed and lain face down on the ground. I also witnessed the police charge where they beat people to the ground. I dont know if I am a legal witness (I am only 12). email me.

Has anyone that was arrested on 7th and mission been arraigned yet? If so, what has happened? Are there large fines? Jail time? I would like to know what to expect.
