Provisional results for the out-of-country vote in Iraqi elections announced

Amman-Jordan (KurdishMedia.com) 08 February 2005: the counting of the 265,148 ballots cast by the expatriate Iraqis from the 14 countries hosting the International Organization for Migration’s (IOM) Out-of-Country Voting (OCV) Program has been completed and the results have been electronically sent to the Independent Electoral Commission of Iraq (IECI) in Baghdad.

The provisional OCV results for Iraqis abroad were: Shia 36%, Kurds 29%, Allawi’s group 9%, Iraqi Rafidayen 7% and Leftist groups 4%. These results were announced by the IECI. They will now be tallied in the National Tally Center in Baghdad and then included in the final results to be certified by the IECI. The certified results of the election will be released solely by the IECI.

After the official announcement, the results of the Iraq Transitional National Assembly Election will be posted on the IECI website at http://www.ieciraq.org and the OCV website at http://www.iraqocv.org.

Ballots from each polling station were centralised in the 34 count centres set up in the cities with OCV facilities, with the exception of Zwolle and Rotterdam (the Netherlands), where ballots were counted in Amsterdam.

International observer groups, including the Inter Parliamentary Union (IPU), International Mission for Iraq Elections (IMIE), National Democratic Institute (NDI), and the International Republican Institute (IRI) were present to observe the OCV counting procedure.

Throughout the entire election, 120 domestic observer groups with 602 observers, 99 political entities with 842 agents, 51 Embassies and 2361 journalists were accredited to observe the OCV registration, polling and count procedures.

IOM is conducting the OCV Program on behalf of the IECI. The IECI is the exclusive electoral authority for the Iraqi elections. It is an independent, non-partisan body, which has the authority to legally enforce rules and procedures relating to elections held throughout the Transitional Period.
